Families of vicitms killed in the Bourke Street Mall tragedy have released emotional tributes to a "badass daughter" and a "loving father".

Matthew Si's wife, Melinda, said they had just finished lunch and "parted to go back to their respective offices" when he was hit by the car that ploughed through pedestrians on a footpath in the Melbourne CBD.

Melinda described her husband, 33, as "a devoted husband and a loving father, brother and son". The family is "shattered" and have extended their gratitude to everyone who attempted to save Si's life at the scene.

Jess Mudie will be remembered as "strong, beautiful and determined", her family said in their statement, describing the 22-year-old as a "bright bubble of joy".

"We love your extravagant humour, the fact that you always laughed at your own jokes and your ridiculous names for everything."

The family described Jess as someone who always worked hard and would never shy away from a challenge.

"You always tell it like it is and if someone wanted the truth you would not be afraid to tell them. You are so head strong and assertive in everything that you do, your love for your family and friends is immense, and you are always there when any one needs support."

Mudie's family included a Pride and Prejudice quote in their statement: "There is a stubbornness about me that can never bear to be frightened at the will of others. My courage always rises at every attempt to intimidate me".

Both families requested privacy while grieving.

Three others died as a result of the incident, including a three-month-old baby who died in hospital on Saturday evening, 10-year-old Thalia Hakin and an as-yet unnamed 25-year-old man.

The alleged driver of the vehicle, Dimitrious "Jimmy" Gargasoulas, remains in hospital under a police guard and is yet to be interviewed by police.

Prime Minister Malcolm Turnbull and Federal Labor leader Bill Shorten laid tributes at the scene on Sunday morning. Premier Daniels Andrews said the Victorian Government has established a fund for those who wish to make a financial contribution to the families of the victims.

Andrews said those wishing to lay floral tributes and letters can do so at the memorial on the corner of Elizabeth and Bourke Streets, in front of the GPO.
