A Perth mother accused of leaving her stepchildren at home while she holidayed in Bali has blamed Australia Post for the situation - saying it had lost the childrens' passports.

Detectives from the Child Abuse Squad said two children aged 4 and 6 were found alone in an unlocked house last Wednesday.

The children's 28-year-old stepmum was arrested at Perth International Airport the following day, charged with two counts of conduct which may have resulted in harm to a child.

The woman told 9News Perth she left the children at home because the post office lost the childrens' passports.

Through an interpreter, she said: "If you're really concerned about my children, can you please help me sort out this post office issue and locate the passports because without passports my children will not be legal here".

A neighbour who was not named told The West Australian the children could be heard crying and screaming before they were found.

The children were in protective custody and the woman was expected to appear at Perth Magistrates Court on Wednesday, June 22.
