Hackett's brother told Channel Nine that Grant Hackett was suffering from chronic mental health issues.
"It looks like it won't go away in an hurry, so from a mental health perspective I hope something can be done," he said.
"This is not Grant Hackett. This is a completely different person. I don't know this person. My mum and dad don't know this person."
Hackett was released from the Southport police watchouse on Wednesday afternoon without charge.
In April, the gold medalist issued an apology for "poor behaviour" on a domestic flight amid allegations he tweaked the nipples of another passenger while flying to Melbourne.
