The first nine days of a hard lockdown earlier this year requiring people to isolate at home was justified but unlawful.
“We can see the seriousness of the situation we are in,” Prime Minister Jacinda Ardern said.
“We are working hard to put together pieces of the puzzle on how this family got infected.”
